The Independent Expert Bureau "GE&AL" was founded in Riga (Latvia) in 2006 and is an independent private company. The Independent Expert Bureau since 2010 declares itself as CRO - Contract Research Organization - for cytotoxicology (Cosmetic products research in cell-lines) and dermatological tests (incl. Patch test) for cosmetic products.

For the past years, the company has provided consulting assistance and conducted various expertise to more than 385 customers on the basis of one-time or long-term contracts. Our customers are manufacturers, importers and distributors of cosmetics and food supplements, not only from Latvia, but also from Israel, Russia, Ukraine, Poland, Lithuania, Estonia, Germany, Japan, India, the USA, Belarus and other countries.

The founder, leader and member of the board is Alla Selina, a specialist in the field of hygiene and public health. Biologist, MSc in Biology, MSc in Chemistry, expert, safety assessor of cosmetic products in the EU. General experience in the specialty - more than 30 years.

Our company does not contain the state of employees, and works on the basis of contractual orders (outsourcing). Last years it became very popular not to accept employees in the state of enterprise, but  involving specialists on the basis of the contract, lots companies on accounting, advertising, PR management, the quality system work this way. The service is offered, but not an employee. Experts on the basis of the contract will optimize charges on a personnel, use the labor of existing specialists with greater benefit and determine the required amount of work without additional finansial costs. That is how we work.

Our subsidiary company “PRIMA group” is already a well-known INDEPENDENT RESPONSIBLE PERSON in the cosmetics field, in countries such as Israel, Japan, Russia, Ukraine, etc.

The main function of the INDEPENDENT RESPONSIBLE PERSON is to store the product information file (PIF-Product Information File), to notify all cosmetic products in the CPNP European Commission electronic portal and to communicate with the State control authorities. Preparation of PIF files is the preparation of various documents, declarations and methods for the information file and is an integral part of our work.
