Amendments to Minister Cabinet Regulation No. 354 "Procedure for Ensuring Essential Requirements for Cosmetic Products"

Amendments to Cabinet Regulation No. 354 "Procedures for Ensuring Essential Requirements for Cosmetic Products" were issued on 3 November, 2020.

Paragraph 13 is worded as follows: “The Health Inspectorate shall issue a free sale certificate (indicate the name, address, registration number) to the manufacturer of cosmetic products whose place of business is registered in the Republic of Latvia, if the merchant has notified about cosmetic products release to the market and these products are freely sold in the European Union. In order to receive a free sale certificate, a manufacturer of cosmetic products shall submit an application to the Health Inspectorate. The list of cosmetic products referred to in the annex to the application shall be submitted electronically."

Annex 3 has been amended: “Criteria for microbiological purity of a cosmetic product”.

Norms for microbiological purity criteria were changed.

In the previous version, the interpretation of microbiological results for cosmetic products intended for children under three years of age was CFU/0.5 g (0.5 ml), but now CFU/1 g (1 ml).

For other cosmetics, the interpretation of microbiological results was CFU/0.1 g (0.1 ml), but now CFU/1 g (1 ml).

Amount of mesophilic aerobic microorganisms (bacteria, yeasts and molds) in the cosmetic product for children under three years of age, for application to the eyes and mucous membranes: not more than 102 CFU in 1 gram (1 ml) of the cosmetic product, pathogens (Stafilococcus aureus, Pseudomonas aeruginosa , Candida albicans, Escherichia coli) - 1 gram (1 ml) of the cosmetic product must not contain any CFU (CFU - colony forming unit).

For other cosmetic products - Amount of mesophilic aerobic microorganisms (bacteria, yeasts and molds) - not more than 103 CFU in 1 gram (1 ml) of the cosmetic product, pathogens (Stafilococcus aureus, Pseudomonas aeruginosa, Candida albicans, Escherichia coli) - 1 gram (1 (ml) the cosmetic product must not contain any CFU (CFU - colony forming unit).
